If you enjoy finding a place to rest your head but don't want to be spending all of your hard earned money on renting a room, there are a few quick fixes - Guilds. Head along the coast and you should spot an abandoned campfire - with the horse waiting for a new owner! To get a free horse - without stealing! - you need to take a trip to the northern coast - North of Windhelm and West of Winterhold, along the coast South of Bleakcoast Cave.
